tratan acerca de una amplia variedad de temas, incluyendo asuntos de género, historia cultural desde el

siglo XVI hasta el XIX, la cultura de la sensibilidad, literatura e imperialismo, y literatura británica desde el

siglo XVIII al XXI. Entre sus trabajos más recientes está “Historia cultural de la literatura inglesa, desde el

Renacimiento hasta la Actualidad”, (Cultural history of English literature, from the Renaissance to the

Present; ed. 2005). Es editora asociada de la publicación internacional English Studies.

Since knowledge and information management have come to be among the most important features of

modern societies, which are – at least in Europe – often characterised as ‘knowledge societies’, the role

and function of universities are closely scrutinised. For centuries, comprehensive state universities have

ful lled important social functions; they are a highly successful model that has proved its worth in many

di erent countries. That this has not yet been recognised is, on the one hand, due to short-sighted views

on the nature and functions of universities, and, on the other hand, to problems of communication

between the universities and the ministries as well as the public. It is as pertinent as it is important,

therefore, to explore this topic from as many perspectives as possible. In the following I will try to shed

light on it from both a European and a German point of view. First I want to deal with the advantages of

‘inner-continental’ cooperation, which provide the basis for more extensive international interchange; in

a second step, I will brie y summarise the most important functions – and the most important working

conditions – of a comprehensive state university. The last part will adopt a German perspective and point

out the most important features of the ‘excellence initiative’, an initiative of the German Federal Ministry

of Education and Research, which aims at supporting the best research in state universities in Germany.

1. Networking and Lobbying within Europe: The League of European Research Universities

In an international world in which educational institutions are increasingly questioned, a number of

leading European universities decided that they need to pool resources in order to nd a common voice

not only with regard to local governments, but particularly with regard to the European Parliament. As a

result, the League of European Research Universities (LERU), was founded in 2002 as an association of the

most important research-intensive universities sharing the values of high-quality teaching in an

environment of internationally competitive research. The ideas that the universities in the League stand

for can be brie y summarized as follows: They are committed to (1) education through an awareness of

the frontiers of human understanding; (2) the creation of new knowledge through basic research, which

is the ultimate source of innovation in society; and (3) the promotion of research across a broad front,

which creates a unique capacity to recon gure activities in response to new opportunities and problems.
