Fourthly, the Pacific basin region consists of nations with diverse cultural, racial and economic backgrounds. This diversity which has often been regarded as an inhibiting factor for promo– ting regional cooperation should now be regarded as a positive fac· toro We live today in a world of interdependence, and without cooperation between nations with diverse backgrounds, peace and prosperity of the world would never be achieved. Therefore, the very diversity and heterogeneity of the Pacific basin region makes the Pacific Basin Cooperation Concept more meaningful and cha– llenging. Fifthly, the Study Group considers that such cooperation should be based upon the principIe of free and open economic exchanges, cultural exchanges and so forth. It should be a regio. nal cooperé.~tion of interdependence while respecting member coun· tries' cultural and political independence. Sixth, the Study Group considers that the promotion of cooperation in the region should not aHect the bilateral or multilateral cooperations which already exist within the region. Instead, the Pacific basin cooperation to be promoted should be in mutually complementary relationship with existing bilateral and multilateral arrangements. Such organi– zations as the Association of South-East Asian Nations, the South Pacific Bureau for Economic Cooperation, the Asian Development BanK, the United Nations Economic and Social Commission for Asia and the Pacific, as well as a number of close bilateral relation– ship in the region should continue to play important and positive roles for the promotion of Pacific Basin Cooperation Concepto 4. Fields 01 cooperation Fourthermore, the Study Group of the Prime Minister of Japan will in its Interim Report attempt to identify sorne of the specific fields for possible cooperation among nations in the region. One such field would be the promotion of cultural, educationaJ and human exchange within the region. 1 shall not go into detail on this point. Another such field would be the promotion of trade and economic activities within the region. With a number of dynamic economies at different stages of growth in the region, it is impor– tant for the industrialized economies and the developing economies 39
