A third model is that of the internationa'¡ consortium of national and inter– national funding agencies (the Committee on International Agricul– tural Research) which support almost a dozen agricultural research centres around the world. In review, it is axiomatic that all countries will try to take steps to protect those interests which may be threatened or enhanced by changes in energy markets, tedmologies affecting the supply costs of suhstitute energy sources, or consumption patterns. In pursuing this self.interest there would appear to he good reasons for Latín American countries to examine: a) the viahility of regional self.sufficiency and the henefits which may derive from regional cooperatíon; and h} if such henefits are estaJblished, what institutional vehicles might he required. 244
