This is dearly demonstrated . by the industry's sad experienees during the past deeade and its pre– sent overall situatíon. 02. The following elements of thís personal back– ground are of course inHuencing ibis outlook: , - As head of the Swiss aeronautical authority, he i5 representing 'a; eountry, a government and a legislatíon of a basically'liberal atti– tude, an attitude under wl~ich Swissair as the national airline expe– rienced a verypositive development, P)artiópating in many bilateral negotiations, he had to cope wil'h other attitudes and other posi– tions, and he was given ample Olppnrtunity to appreciate the value of mutual understanding and compromise. - lHaving the honour to chair a prívate international group of ex– perts from governments, universities and airlines, he has worked now in this Geneva Think Tank for more than two years on tihe problems IJo be discussed in this lecture, and he is tlherefore in a sadly good position to know the complexities and difficulties in– volved.
