Does the approach under consideration reIy on a Iarge number of sophisticated, real-time chemical analysis for implementation? Does such a capability exist in the new setting? Are the legal systems and traditions of dispute resolution in the source country consistent with the proposed new application? e) Try to understand not only the mechanics of the process employed bul also the reasans behind the process. Regulatorystructures likeengineer– ing designs ofien reIy on rules of thumb and accepted conventions. Failure to recognize these built-in assumptions can lead to some very strange results in a new setting. d) Give particular consideration to the role of the public appropriate to your situation. Many of the regulatory schemes in use in the U. S., for example, depend implicitly or explicitly on public participation to work as intended.
