Mining and the environment from tbe perspective of trade issues Alena Slndelar La liberalización del comercio relativo a bienes derivados de los recursos naturales ha sido reconocida como una necesidad al iniciarse en 1986, la Ronda Uruguay del GATI'. La pregunta que se formula es si la liberalización del comercio y la protección del medio ambiente se apoyan mutuamente. Un comerciomás libre favorece esa protección, ya que fomenta un usomás eficiente de los recursos existentes en el mundo. Debido a que el comercio funciona como un motor, es positiva la generación de recursos fmancieros y técnicos suscepti– bles de apoyar la protección ambiental. El Art. xx del GATI' entra en juego en esta materia, así como los estándares negociados en laRonda deTokio, los cuales apoyan ciertasmedidas que pueden hacer compatible comercio hbre y protección del medio ambiente. En el marco del GATI', se ha reactivado el Grupo de Comercio Internacional y Medidas Ambientales, que tendrá en esta materia una larga tarea por delante.
