Finland also offers a wide range of non-polluting, low-waste technologies and special environmental protection technologies to the 'international mC!r~~t. 11. TRENOS IN ENVlRONMENTAL LEGISLATlON .~ , . Like many other, countries, Finland is committed lo reduce sulphur emissions by 1993 by 30% as compared with- the 1980 level. As Finland already has achieved this objéCtive, it has promised to reduce these emissions by 50% by 1993. The next step will be 80% by the year 2000. The total emissions of sulphur in 1991 were about 240,000 tonnes, about 55% from energy production (oi! and coal) and 45% from industry and trame. The basic air pollution control regulátions are in the Air Pollution Control Act and Dccree of 1982. Prior to this, air pollution control was covered by the Public Health Act of 1965. Although Fínland has very modern and effective environmental Iegislation, it will be revised at the end of 1992. Finland will be a membee of the European Economie Area in 1993 and has applied for membership Cor the EC. These changes require that Finnish legislation has to be harmonized with the "European" legislation. The Finnish legislation regarding wastes will undergo most changes. Air pollution controllegislation does not need special changes, ,bccª~"e ii already matches Ee directives to a large extent. However, interna- :~tíon;ll .commitments and promises tbat Finland has made may require sorne " minar amendments in oue air pollutionJegislation..These would mainly con– cern thered1,lction of emissions·thal:contnDute to the greenhouse effect and of nitrogen emissions. 111.
