EL MEDIO AMBIENTE EN LA MINERIA 126 Moreover, at Toyo Smelter the total SOx emission has been regulated since 1977. The regulation value is determined by the local government, and that of Ehime prefecture which is applied to Toyo Smelter and Refinery is repre– sented as follows: [Total SOx emission] Q :s; L {O.699· ai . (Wi . (%S wi) + Mi . (%S Mi) ) } 100 100 here Q Tolerable SOx emission (Nm 3 /H) ai Coeffieient, determined in eaeh equipment "in . Wi Fuel consumption in equipment "i" (kg/H) (%S wi): Sulphur content oC the fuel consumed in equipment ni" (%) Mi Treated material (except the fuel) in equipment "i" (kg/H) (%S Mi): Sulphur content of the treated material in equipment . "i" (%) According to this regulation, the tolerable amount of SOx emission at Toyo Smelter and Refinery is caleulated to be 80 Nm 3 /H. Moreover, the mr pollution level on the ground is monitored at 33 points in Ehime prefecture by the local government. Of course, Toyo Smelter is con– tinuously monitoring the SOx concentration in the air at 3 points at its own site. In case the measured value exeeeds the regulated one or is even predieted to do so, the local government has the authority over the faetories located in its concerned distriet to order them to reduce their fuel comsumption or even their operating rate corresponding to theair pollution level as an emergency measure. SOx Emission Fees Although SOx emission is strictly regulated by both the "K" value regulation and the total SOx emission regulation in Japan, the emission fees must be paid to the government with respect to the emitted S02 gas volume. This amount differs by area in Japan, in a range of300 Japanese Yen to 400 Japanese Yen per 1 normal cubic meter of S02 emission. This law carne into force in 1974 to compensate the people harmed by pollution and the emission fees have
